What's a tender?
In contracting, a tender is a formal, published request for a defined scope of work: the vessel publishes what it needs, qualified providers bid against that exact scope, and one is awarded under recorded authority. It's the discipline of institutional and government procurement, brought to maritime contracting.
I've worked both sides of the tender. As an operations engineer, I defined the scope, then watched the approvals and the authority behind it go verbal and unrecorded, until an invoice arrived over expectations and no one could say who authorized what. As a service provider, I put in the proposals, then chased the approvals that lived in someone's inbox. MBN is the system I wanted from either seat: one defined scope, recorded authority, a record that holds up. The discipline of institutional and government procurement, without the bureaucracy.

What arrives January 2027
Once tendering is grounded, MBN extends governance into the rest of the contract lifecycle. Activating in January 2027:
- Workrooms — the governed execution environment after a contract is awarded. Milestones, evidence submission, and acceptance events tracked under audit-grade records.
- Change Orders — formal scope expansion, reduction, pricing, or timeline adjustments after execution begins. Submission, review, and approval under explicit authority.
- Warranty Room — controlled environment for post-execution warranty claims. Activated only after formal commissioning acceptance, with deadlines tracked through a clear closure event.
